How to Read a Solar Quotation in Pakistan (2026 Checklist)

A solar quotation is usable when two installers can be compared on the same written scope. A WhatsApp total without models, quantities, and exclusions is an estimate, not a comparable quote. Confirm current prices on a site survey — this article does not publish PKR figures.
Short answer
Before you compare two “5 kW” or “10 kW” totals, lock six items in writing:
- DC array: panel manufacturer, exact model, wattage, quantity, and total DC kW.
- Inverter: manufacturer, exact model, AC rating, single- or three-phase, hybrid or on-grid.
- Battery (if any): manufacturer, model, nameplate kWh, and whether the quote states usable energy and backup loads.
- Balance of system: mounting type, cable sizes, DC/AC protection, surge protection, earthing.
- Work included: site survey, design, installation labour, testing, and what is excluded.
- Grid paperwork: who files the DISCO interconnection application, and whether the quoted capacity is within your sanctioned load.
If any of those are missing, the cheaper total is not proven cheaper.
Why two quotes for the “same kW” diverge
Kilowatts on a flyer are not a bill of materials. One quote may be on-grid (no battery). Another may be hybrid with storage. One may use a named inverter model; another may say “hybrid inverter” only. One may include DISCO filing; another may leave it to you.
That is a scope problem, not a negotiation trick.
What a comparable quote should list
IEC 62446-1 is an international standard for documentation, commissioning tests, inspection, and customer handover of grid-connected PV systems. It is not Pakistan quotation law and it is not a mandatory quotation form. It is useful only as a documentation-quality benchmark: handover packs typically name rated system power and the manufacturer, model, and quantity of modules and inverters. If an installer cannot write those identification fields at quote stage, later handover and comparison are harder.

Pakistan interconnection is not “included unless written”
Under the NEPRA (Prosumer) Regulations, 2026 (S.R.O. 251(I)/2026, 9 February 2026), regulation 3(2), the capacity of a proposed distributed generation facility shall not exceed the sanctioned load of the applicant’s premises, unless the Authority revises that capacity by notification. A quote that is silent on sanctioned load can describe a system you cannot interconnect as drawn.
S.R.O. 1330(I)/2026 (6 August 2026) states that a prosumer with a distributed generation facility of 25 kW or below shall not be required to seek concurrence from the Authority; the concerned licensee (DISCO) accords approval. For systems above 25 kW, the concurrence provisions of the Prosumer Regulations continue to apply. Your quote should say who prepares the application pack — not “net metering included” as a slogan.

A worked comparison (no prices)
Two Lahore homeowners receive WhatsApp messages for “10 kW solar”.
Quote A lists: a written module quantity and model code, a named hybrid inverter model, no battery, GI structure, DC/AC DB, earthing, labour, and “customer will file DISCO application”.
Quote B lists: “10 kW hybrid complete”, “lithium battery”, “net metering free”, no model codes, no usable kWh, no backup-load list.
You still cannot say B is better value. You do not know inverter model, whether the battery is in the total, or who owns interconnection. Ask B to fill the same table as A, then compare. Confirm current price only after that table matches.
Buyer checklist
- Proposed DC kW and AC kW are both written.
- Panel and inverter model codes are written, not only brands.
- Hybrid vs on-grid is explicit.
- Battery is either specified (model + kWh) or explicitly excluded.
- Backup loads are listed if backup is promised.
- Structure, protection, and earthing are in or listed as extras.
- Sanctioned load on the bill is compared with proposed kW.
- DISCO filing owner is named; 25 kW-and-below vs concurrence is not hand-waved.
- Warranties point to manufacturer documents, not verbal years.
- The total is dated; you will confirm current price at survey.
FAQs
Is a lower total always a worse system?
No. It may exclude battery, structure, or filing. Equalise scope first.
Do I need NEPRA concurrence for a home system at or below 25 kW?
S.R.O. 1330(I)/2026 (6 August 2026) says 25 kW or below is approved by the concerned licensee, not by Authority concurrence. Confirm the latest gazette text and your DISCO process.
Can I compare quotes using PKR per watt only?
Not if one watt is hybrid-with-battery and the other is on-grid. Per-watt is meaningless until the bill of materials matches.
Will this page tell me what a 5 kW system costs in 2026?
No. Confirm current price on a surveyed specification. Price drivers are a different question from quote completeness.
